<span style="font-size: small;">Saw this dead Wood Duck near Coxsackie. Could be that it got wounded and was able to fly some distance from the hunter before it fell. There are duck blinds in many of the marshes and on the shallow “flats” – where migrating waterfowl stop to feed and rest. In the pre-dawn twilight I often hear the gunshots - like today. Wood Ducks are beautifully colored, ornamental. Personally, I don’t get the appeal of killing for fun. I’d rather have more live ducks – it’s not like there are so many left in the first place.</span></div>

Presumably drilling for core samples related to either Champlain Express or West Point power cable projects. Both are using the Hudson as a conduit for electrical power cables for NYC. How much must the River give so New York City can have what it wants?<br />

At the two dozen-plus Thruway meetings I’ve faithfully attended over the last decade or so regarding the Tappan Zee Bridge project, I and my fellow concerned citizens commented on the various “stories” that we were told to justify replacing the existing bridge. We heard about marine borers eating the pilings (they don’t exist in these waters). We heard about the so-called planned obsolescence ofthe current bridge – the “it was only built to last 50 years” myth (turns out to becompletely untrue, a lie, by the Thruway’s own admission). We heard about the bridge's unfitness to survive an earthquake (by the way, none of the Metro area bridges are. And they stopped talking about that when we pointed out that if earthquakes are a concern, Indian Point poses a greater danger than the bridge). Now, it seems, they’ve eliminated the one original driving force behind the project: to reduce traffic congestion through the Rockland Westchester corridor. The previously urgent need for commuter rail or bus rapid transit has been completely scrapped. Transit options will become a mere footnote if the Cuomo machine has its way. All we'll get is a bridge—two, actually, each wider, taller than and no doubt just as congested as the one we have now. Governor Cuomo has coerced our local representatives with mysterious, opaque methods and incentives into signing on to his personal pet project, his new bridges. They are bridges to nowhere except more stalled traffic, more bad air, destroyed scenic vistas, gridlocked River Towns, damaged Hudson River ecosystems, and untenable noise for the Hudson Valley.<br />

They have completely discarded other options for which the public has consistently expressed support: to rehabilitate the existing bridge or replace it with a tunnel. They've also disregarded the democratic process put in place to protect the environment and our rights as citizens. They’ve scrapped all the public comments which were purportedly collected during the 12 years of scoping meetings we all attended, expressing our concerns over air quality, the Hudson, our communities,traffic, transit options, costs, and noise. Now the Cuomo administration has thrown all of that public input into the dumpster. Instead of listening to us, and coming up with the best solution for all of our concerns, they are shoving these humongous new bridges down our throats, ignoring requests for an extension to resubmit our comments, and coercing our representatives into signing off on it. Where is the outrage? One local official I spoke with told me in confidence that dealing with this Cuomo administration is like dealing with the mafia.<br />

Never mind that what they are proposing is illegal. It’s called segmentation: you can’t divide a huge project like this one into two or more separate projects, with two separate environmental reviews. They are telling us, "First we’ll build the bridge, making it 'transit ready,' then, one fine day when the economy is flush with money, we’ll consider putting some buses on there for you." That’s not good enough. They need to share with us the design they’ve chosen (the comment period has closed but we don’t even know what they are planning!), they need to give us full analysis of alternatives like rehabbing the existing bridge or a tunnel, what sort of transit there will be, what property they will be taking, where they will be widening the Thruway and where they will put the bus/train stops. They need to tell us what the impacts will be on traffic, air quality and noise; on local roads and in our communities; and on the Hudson and all its wildlife and fish. Instead, they are planning to do what they planned to do all along with or without our input or consent: build a bigger, wider bridge, with no transit. Guess what’s next? Not public transit, but a widening of the Thruway from Nyack to Suffern. They’ve already done the work on the Westchester side.<br />

So when we visit the TZ Bridge project website, I, and all my fellow Hudson valley residents and public advocates, will never find any evidence of the work we did in good faith to protect our homes, our communities, the Hudson, and the scenic vistas; and we will never have the opportunity to re-submit those opinions, questions or concerns. Again, I ask, where is the outrage? This is an example of the type of political coercion, lack of transparency and manipulation of public opinion one would expect to find in the Soviet Union. Our “dear leader,” Governor Cuomo has spoken, and everybody had better get on board with his plans, or else. Our local leaders have completely failed us. Let’s make sure they understand that we know they’ve failed us, and demand that our voices be heard.<br />

Yesterday, I spent late afternoon and night during storm on Rondout in Kingston, best trib during potential flood events. This morning I ran back up to get a water sample on tidal Esopus Creek because our community partners sampled up the watershed yesterday, before the rain surge, and I hope to get an interesting little story from this.<br /><br /> At the mouth of the Creek there were great turbid swirls being torn off by a strong ebb in the River. Inside, thecreek was very turbid – shades of DEP releases and “Irene.” I talked to Patrick at the Lighthouse and he says DEP is not releasing water. I called a friend at Catskill Creek, 10 miles farther north, and they report same turbid conditions.</span><div>

I also sampled at Irvington between the discharges and at Ossining because it had been flooding past both discharge points. Five of seven samples were “acceptable” – very low contamination. <br />

All stations sampled (except exploratory site at Castle Oil at border of Tarrytown and Sleepy Hollow) are regular Riverkeeper <a href="http://www.riverkeeper.org/water-quality/locations/rockland-westchester/">monthly sampling locations</a>.<br />
<br />
If you look at our historical data at these sample sites you’ll see that contamination is often present and significant – when there is NOT a sewer main break. Chronic wet weather discharges are the real problem, not the accidents.

The estimated volume of the Westchester discharge was approx. 3 million gallon/day – it flowed about 29 hours / approx. 3.4 million gallons <br />
<br />
For contrast, NYC discharges 28 BILLION gallons from CSOs annually – combined rain water and sewage. <br />
<br />
About 20% of that is sewage – so 5.6 billion gallons is the sewage component.<br />
<br />
Assuming 50 CSO events per year we get an average 112 million gallons of SEWAGE per CSO event – some more, some less. <br />
<br />
So this Westchester release was minor compared with the chronic releases in NYC and elsewhere during rain events.<br />
<br />
Regarding the Ironman Triathlon, I think the swimmers probably lucked out. Although it rain hard on Friday it did not rain all that long and then the rain held off overnight. My guess is that they had acceptable WQ Saturday morning. I was tempted to go early and sample but didn’t because IF the WQ had been bad we would have appeared to be real spoilers publicizing it after the fact. I want to address this issue without beating up on people. <br />
<br />
And of course next year NYC will have to notify when CSOs deploy because RIVERKEEPER GOT THE “SEWAGE RIGHT TO KNOW ACT PASSED! <br />

Ian Fletcher.<br /><br />The Feds, the EPA, are mandating a massive Superfund cleanup on the Gowanus. NYC and NYC Department of Environmental Protection continue to resist, “don’t worry, trust us, we’ve got a plan, we’ll take care of it.”<br /><br /> This is what we saw on the July 2nd. Just my opinion, but I don’t think we can leave it to NYC anymore. We spent the day taking educators, local bloggers and activists on patrols in the skiff so they would have these sites, and smells, firmly in mind when they went to a public meeting on the proposed EPA cleanup that evening in Brooklyn.<br /><br /> Message to the EPA…please BRING IT, and thanks.<div class="separator" style="clear: both; text-align: center;">

Yesterday we had the opportunity to meet up with the <a href="http://www.8bridges.org/">8 Bridges Swim</a> in <span style="background-color: white;">New York Harbor </span><span style="background-color: white;">as they approached their final destination at the Verrazano. </span><br />
<br />
Now in its second year, the 8 Bridges Swim ran for a week from the Rip Van Winkle Bridge near Catskill to the Verrazano-Narrows Bridge in New York City, covering 120 miles of river. Part of the proceeds from the swim benefit <a href="http://www.www.riverkeeper.org/water-quality">Riverkeeper</a>'s water quality program. <br />
<br />
There's something pretty magical about seeing all these folks in the water, swimming to raise awareness for the Hudson River as giant tugs and tankers go by. I always feel a bit like a bug in a bowling alley when patrolling through the Harbor, so I can't even imagine what it's like to be swimming!<br />

About a week ago we received a watchdog report from one of our volunteers who lives in Brooklyn. She reported that there was a cement slurry running into a storm drain from a cement facility near Newtown Creek in East Williamsburg.</div>

We forwarded her report to DEC enforcement and an officer from DEC Region 2 was assigned to investigate.<br />

This morning we received a call from the responding DEC police officer who issued a summons to the cement facility property owner for the concrete slurry running into the storm drain.<br />
<br />
This is a great story of how effective watchdog reports can be. We obviously can't be everywhere at once, so receiving these types of reports from citizens throughout the region is crucial to protecting our waterways.<br />

The data collected will be provided to the contractors who are bidding on construction of the proposed two new bridge structures.<br /><br />Riverkeeper, our riverfront Towns and Villages as well as Rockland and Westchester Counties have petitioned the Governor to slow and alter the current undemocratic and illegal process so that other crossing options which will not harm the river and our river communities can be investigated. So far, no answer from Cuomo.<br /><br /> If the Governor’s plan proceeds as currently proposed, our communities and the River will take an awful beating.<br /><br />The River is starting to feel it already.<br />

The above picture is of a development in Milton, just north of Newburgh, on the ridge above the river and a recent landslide.<br />
<br />Property owners often cut the trees on the bank, for the view, and then often the bank collapses.<br /><br />Note that the CSX freight rail line runs along the shore here. A small marsh has been captured between the bank and the rails. There is a small culvert/outlet for the marsh, too small to keep the marsh healthy, just big enough to keep the marsh drained so the railroad won’t get flooded. Although really compromised, these little stifled marshes still provide much needed habitat.
